Information from Coweta County Public Notices:


Coweta County has received and processed a rezoning petition for a proposed data center project on the western side of Coweta County. As a potential economic development project, the proposed development has been titled Project Sail. The Coweta County Community Development Department oversees all rezoning petitions in the unincorporated area of the county, which are ultimately presented to the Board of Commissioners for approval or denial. 

Please note the following:  

  • The proposed development triggered a state-mandated Development of Regional Impact (DRI) review by local and regional entities. All information submitted for the DRI was provided by the applicant, including the estimated value at build-out and estimated annual local tax revenue.  
  • The rezoning petition is “paused” while the DRI is being completed. 
  • Once the DRI is complete (likely numerous months based on similar projects), a Notice of Decision report will be provided to all stakeholders, and then the local rezoning process will begin. 
  • The rezoning process begins with a review by development staff from multiple departments for compliance with the Comprehensive Plan, Code of Ordinances, and related policies. 
  • Once all divisions have reviewed the rezoning petition, a staff report will be published and provided to the applicant, the Board of Commissioners, and posted on the county’s website for review by the public. At this time, a public hearing will be scheduled approximately 30-days after the staff report is published. The public hearing will be advertised in the legal organ, on the County’s website, and signage on the subject property. Additionally, letters will be mailed to adjacent property owners within 250-feet of the subject property. 
  • After the public hearing is concluded, the Board of Commissioners will vote on the rezoning petition. 
  • The developer cannot apply for building permits or begin construction until the rezoning petition is considered by the Board. 

It's important to note that just because the DRI was initiated, it does not mean that the project is finalized or that the property has been officially rezoned or approved by the Board of Commissioners.
